Common Sense Virtual Roundtable:

Implications of 3DSecure v2.0 for US Issuers and Processors

Here’s what we discussed:

3DSecure is intended to dramatically reduce fraud, but early versions of the protocol had vulnerabilities that left it open to attacks. The newest version 2.0, which is currently mandated in the EU, closes those gaps. US issuers must have already upgraded to 3DS 2.0 by August 31, 2020, and merchants that do not upgrade to 3DS 2.0 by October 17, 2021, will be unable to take advantage of the fraud liability shift from merchant to issuer bank.

In this session, we discussed the impact on your dealings with US merchants as adoption of the standard becomes commonplace. Here are some questions we discussed:
  • Have you begun to realize an impact from the adoption of 3DSecure v2.0? Are you seeing less fraud occurring?
  • Do you expect it to have a significant impact going forward?
  • Do you expect the adoption by merchants to meet the liability shift deadline?
  • Are you concerned about merchants meeting the deadline and do you expect pushback from merchants who can no longer shift liability?
  • Will US merchants struggle with the shift to 3DS 2.0 the same way that they did with EMV?
  • How have you adapted your processes to refocus efforts or change algorithms?
  • What new challenges are you facing as you shift focus?
  • With merchants that do not comply with the 3DS 2.0 implementation, what potential losses are you expecting to incur?
